Budget cutbacks in sustainable energy?

A quick look through the summary of today's budget measures at budget.gov.ie reveals the following under the list of capital expenditure measures:

Communications, Energy & Natural Resources – €15 million savings, including a reduction of €13 million in the allocation for Sustainable Energy and Energy research programmes.

and...

Environment, Heritage & Local Government – €200 million savings, principally arising in the areas of Social Housing and Water Services Infrastructure as well as other programmes.

There doesn't seem to be any further details relating to cutbacks in sustainable energy or water infrastructure on the site. Can anybody fill us in on the details?
