British government abandons green building plans?

Writing on his blog, George Monbiot suggests the British government has abandoned plans to make all new homes there "zero carbon" by 2016 and to demand that the energy efficiency of homes be significantly improved whenever they are upgraded or extended. Monbiot says the plans were absent from the British government's latest consultation document on Part L of its building regulations.
